Transferring "rights" to a car is easy to do and depending on the type of vehicle may be legal or illegal.

eg 1. A vehicle with an independent ladder chassis. If one were to obtain an identical vehicle in much better condition which is not registered then the entire body including interior etc. can be swapped onto the registered chassis. There is no law against changing body parts and so technically speaking no law has been broken. Exceptions to this of course are seen all over our roads where people are taking old model Hilux chassis and dropping on new model Hilux Surf (4Runner) bodies. Next time you see a new model Surf with a plate like TAX **** think about it, there were no Surfs back then let alone for newer models and Surfs aren't licencesed T anyway.

eg 2. If a vehicle has been damaged beyond repair (write off) but the owner retains the registration of said chassis number, very often the frewall of the damaged vehicle is carefully removed from the wreck and surgically implanted into a foreign used vehicle of the same model. The foreign used now bears the already registered chassis number.
THIS IS ILLEGAL

They technically cannot be transferred. Men however are selling the "rights" to illegally use a license plate. Basically saying, you start paying insurance on it, and put it on your car. Or even better, don't pay any insurance at all and just keep the plate for a small 20k. It's like selling bandwidth on the internet, everybody wins.

AFAIK insurance companies usually request a certified copy and verify the chassis # on a vehicle before insuring it.

I guess that depends on the company............. Colfire check it and I'd hope any other reputable company are just as thorough.

There is also the instance where vehicles are stolen and the chassis # was tampered with.
Licensing would re-stamp one and a new license # would be issued and the old records destroyed.

I think for the CLO you have to show licensing that the firewall is damaged beyond recognition especially where the original chassis number is and then they would have allowed you to get a foreign used vehicle and they would have stamped it over. This was the case in stolen vehicles that were found burnt. CLOs have since been stopped, I have spoken to several licensing people and that is a fact. If you are having this done it is underhand at this point, heard of people doing it down Sando branch still.

Just got an insurance policy with Guardian General without producing a certified copy and without them even seeing the vehicle. Just had to provide Reg #, chassis # and engine #. It seems once you've had other vehicles insured with them they trust you. Fully Comp BTW.
