In order to keep the regular traffic operations and good air quality, and to fulfill Beijing's Olympic Games bid pledges, the municipal government announced on Thursday that it will enact traffic control before and during the Olympic and Paralympic Games.
According to the government's public notice, the traffic control measures will be effective from July 1 to September 20, covering the August 8 - September 17 period for both Games.
The notice stated that from July 1 to September 20, vehicles with yellow environmental protection labels or vehicles bearing test numbers on their plates are barred from the roads within the city's administrative areas.
From July 20 to September 20, Beijing-registered automobiles will hit the roads on an alternate-day basis. That is to say, vehicles with license plates ending in odd numbers will be banned from the roads on even-numbered calendar days, and those with plates ending in even numbers will be banned from the roads on odd-numbered days.
In the period from July 20 to August 27, traffic restrictions will apply only to the roads within the city's administrative areas while from August 28 to September 20, the measures will extend to roads within the Fifth Ring Road, the Airport Expressway, the main road of Badaling Expressway (between Shangqing Bridge and Xiguanhuandao), and Jingcheng Expressway (between Laiguangying and Baimananqiao Bridge).
Vehicles that are not affected by the alternate-day driving policy include: police, fire, wrecking, PLA and Armed Police vehicles; buses and taxis; BOCOG-approved special vehicles for the Olympic Games or vehicles carrying passes issued by public security and traffic management authorities of Beijing;
Vehicles marked with symbols of functional departments including urban management, industry and commerce administration, transport law enforcement, and environmental protection supervision; vehicles on urban hygiene, parks and forestry, and road maintenance duties; and diplomatic and funeral vehicles.
Postal vehicles do not fall under the alternate-day driving policy, but postal cargo truck traffic is banned within the Sixth Ring Road between 6:00 and 24:00.

Roads within the Fourth Ring Road must be clear of "Beijing-B"-marked motorcycles at all times.
In the two months following July 20, vehicles carrying highly toxic chemicals are banned from roads of the city. Other vehicles with hazardous chemicals must abide by the alternate-day driving policy, and are barred from traffic within the Sixth Ring Road between 6:00 and 24:00. Before entering the roads, vehicles with hazardous chemicals must be checked and approved by the urban supervisory authorities of safe production and traffic management. Vehicles with highly toxic goods are subject to approval by the public security authority.
From July 20 to September 20, vehicles carrying dirt or rubble are not allowed to enter the roads of the city.
Taxes and maintenance fees will be reduced on vehicles following traffic regulations during the Olympic and Paralympic Games. Related rules will be announced later.
I think it is a good way for the regular traffic regulation, at least, no concrete mixture, Tipper, trailer will driving on the main street in that period, which will help the smooth driving of the buses, when we go to work, we will not be bothered by the heavy traffic and the rush hours.
